During green-field substation commissioning, getting the fiber ring up is only half the battle. When you verify your protection schemes, you may find that critical GOOSE trip and interlock messages are not being received by the target numerical relays. When these fiber-based commands drop, standard electrical diagnostic tools like multi-meters are useless. You need a structured, network-level approach to locate and fix the configuration mismatches that halt critical substation communications.
Sniffing the Substation Network
The fastest way to diagnose missing GOOSE messages is to listen directly to the network traffic using a hardware network TAP or by configuring a mirror port on your managed ethernet switch. Connect your laptop and run a packet analyzer like Wireshark to capture the raw multicast frames. If you can see the GOOSE frames flowing in Wireshark but the receiving relay remains in a communication fail state, you have successfully isolated the issue to a software configuration mismatch rather than a physical fiber break.
Validating the SCD Configuration File
When a relay ignores a GOOSE message, it is usually because the parameters inside the Substation Configuration Description file do not match perfectly between the sending and receiving devices. Open your engineering tool and verify that the AppID, the GooseID, and the destination MAC address are identical in both configurations. Even a single character mismatch in the Control Block reference or an incorrect VLAN ID will cause the receiving relay to silently discard the incoming network packet.
Verifying Physical Fiber Link Quality
If Wireshark shows absolutely no GOOSE frames on the network, you must inspect the physical fiber infrastructure. Use an optical power meter to measure the attenuation across your patch cables, looking for values that exceed standard limits. Clean every LC connector with an alcohol-free click-cleaner to remove micro-dust particles that can easily block high-frequency optical signals. A clean physical layer is the foundation upon which all IEC 61850 automation rely.
